|FY 2008 Labor, Health and Human Services, and Education Appropriations.||On July 19, the House passed H.R.3043.EH (Engrossed as Agreed to or Passed by the House) by a vote of 276-140.||On October 23, 2007, the Senate passed its H.R.3043.EAS (Engrossed Amendment as Agreed to by the Senate) by a vote of 75-19.||On Nov. 5, the conference committee resolving the differences between the two bills issued its conference report. The report contained a $245 million rescission of WIA funds. On Nov. 6, Congress passed the bill. On Nov. 13, the President vetoed the bill. On Nov. 16, the House failed to override the veto by a vote of 277-141. Negotiations are currently underway to create a version of the bill with enough additional cuts to gain veto-proof passage.|

|Workforce Investment Act (WIA) Reauthorization||The first WIA hearing in the House was held on June 28. A second WIA hearing was held on July 26. Congressman McKeon and Education and Labor Committee Minority Staff introduced on October 4 the Workforce Improvement Act (H.R. 3747). |Higher Education Act (HEA) Reauthorization||On July 25, 2007, the House passed S. 1868, a bill which temporarily extends HEA until October 31, 2007. On July 11, the House passed the College Cost Reduction and Access Act (H.R. 2669) by a vote of 273-149.||On July 24, 2007, the Senate passed a five-year reauthorization of HEA (S.1642) by a 95-0 vote. The same day the Senate passed S. 1868, a bill which temporarily extends HEA until October 31, 2007. On July 20, the Senate passed the College Cost Reduction and Access Act (H.R. 2669) by a vote of 78-18.||
On September 27, the president signed into law the College Cost Reduction and Access Act (Public Law No: 110-84)The bill may include all the changes to HEA that will happen this year.

|NCLB Reauthorization||The House Education & Labor Committee released on Aug. 29 a draft version of NCLB reauthorization titled the Miller-McKeon NCLB Discussion Draft. Despite continued work integrated comments received on the discussion draft into a version of NCLB reauthorization that may be introduced into the House Ed & Labor Committee, it appears unlikely that NCLB reauthorization will happen this year.||The Senate is no longer expected to move on NCLB reauthorization this year.||N/A|
