Vulnerable Youth: Background and Policies (April, 2007)
This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of disconnectedness, as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus. July 11, 2006 - On behalf of the National Youth Employment Coalition (NYEC) I am writing to urge you to oppose the proposed rescission of $325 million in employment and training funds in projected "carryover" in Workforce Investment Act funds (WIA) for Program Year 2006 (per the House-reported version of the FY 2007 Labor-HHS-Education bill). 7/14/2006

Common Measures Policy for the Employment and Training Administration's (ETA) Performance Accountability System and Related Performance Issues.  Training and Employment Guidance Letter (TEGL) No. 17-05, released Feb. 17, 2006.  The intent of this guidance letter is to replace existing guidance with a single, unified Department of Labor guidance document on the common measures and WIA Section 136 performance accountability system.  This guidance sets forth one set of measurs to be used for both common measures reporting purposes and WIA Section 136 performance accountability purposes (with certain exceptions). 2/17/2006
